Abstract:
After having briefly described pre-1990 periods of Peruvian export-led growth, with some of its strengths and weaknesses, both the policy and the institutional reforms of the Fujimori period are presented, and it is noted how these focused on the need for finance and for political control, neglecting the micro side. After that, a comparison is made between the new model and the export-led model of the past, underlining their differences with regard to the source of dynamism, the uneven incentives to economic sectors, and to the new phenomenon of privatization. Finally, the outcomes of the new model in three different areas are reviewed. In the case of growth, it is emphasized the short duration and frailties of the export-led expansion.
