Abstract: While, between the end of the nineteenth century and the beginning of the twentieth, almost every Italian economists were staunch free traders, Benini was the main supporter for protectionist policies in order to foster Italian industrial development. Benini’s choice was supported by a strong theoretical framework, which was based upon the refusal of comparative costs theory and a marked scepticism about gold standard automatic equilibria. In the thirties, when for economic and political reasons Italy adopted a strong protectionist policy, Benini warned about the risks resulting from a policy aimed at excluding Italy from international trade
