Public finance represents, for Giuseppe Ricca Salerno, a means to satisfy collective needs and to achieve efficiency targets. Going beyond the typical ideas of the 1880s, Ricca Salerno introduces new notions inspired by Emil Sax’s analyses and by marginalism, such as relative utility, marginal benefit and collective needs
