A possible path to implement public finance reforms

Abstract:
The foremost question to clarify is what is meant by reforms or reform-equivalent changes. The authors of this study agree with the concepts that say it is the changes in the operation methods of a reformed system and the difference in the approach of entities participating in the system. An improvement in the performance of the system is the essence of the changes.
