The efficiency of the measures taken to improve the situation of Hungary's Roma population

Abstract: In line with the international trends, in the activities of the State Audit Office (SAO) more and more weight is given to the advisory services provided to the National Assembly and the government. The work conducted in the Research Institute of the State Audit Office, earlier in SAO's Development and Methodology Institute, has an important role in founding this advisory role. It was at the initiative of the National Assembly that the institute prepared a study on how the public funds that were used for the improvement of the situation of Hungary's Roma population have been utilized since the Berlin wall came down. In lack of appropriate data, this question could not be answered by using a classical efficiency analysis. This is why the authors have tried to draw conclusions regarding efficiency on the basis of the multilateral analysis of the circumstances of making the decisions on using the funds.
