Abstract: Internal co.nsistency o.f a develo.pment plan requires, amo.ng o.ther things, . so.me kno.wledge o.f the way in which increments o.f co.nsumptio.n expenditure w"ill be distributed amo.ng vario.us go.o.ds and services. This in turn requires, as the Second Five Year Plan emphasizesl , info.nnatio.n o.n co.nsumer budgets· and inco.me elasticities o.f demand. Mo.reo.ver, planning is no.t simply a matter o.f matching e-xpected spo.ntaneo. us co.nsumer demand with supply. Bo.th the level and pattern o.f co.nsumptio. n demand must be co.ntro.lled to' so.me extent if sufficient reso.urces are to' be mo.bilized fo.r develo.pment.
