POVERTY IN UZBEKISTAN: Concepts, Measurement and Policies

Abstract: The paper is concerned with the emergence of poverty in Uzbekistan during the transition from central planning to a more market oriented economic system. Three concepts of poverty arc discussed: income poverty, capability poverty and social deprivation. The fragmentary data on the extent of poverty are evaluated and suggestions are made as to the most appropriate policies to reduce poverty.
