Abstract: The application of the provisions of Government Emergency Ordinance No. 58/2003 faced a series of debates. The amendments to the „materiae” competence of courts were insufficiently correlated with the procedural provisions of the special laws and, in some cases, the procedural impediments are determined by the very absence of some regulations that should have been included in the new amendments.
