Abstract: One of EU objectives is to offer citizens a high level of protection within a space of freedom, security and justice. Gobally, criminality has increased considerably, especially after 1955. In France, criminality falling under the competence of the police is still on a high level, while the one falling under courts’ jurisdiction has increased. In England, the crimes recorded by the police and notified by the Homme Office have increased over the last years. In Sweden criminality is continuously raising. In Switzerland and Japan criminality is considered to be moderate. It is obvious that these criminality trends – most of the time dramatic- couldn’t have left the legislators insensible. As regards strenghtening the measures to fight against terrorism it is obvious that strict ones are being implemented at present.
