Abstract: The referendum is an instrument used for checking the development stage of democracy in a state. If the authorities don’t appeal to referendum, it means that democracy is reduced to silence; if the authority abuse or misuse the referendum then democracy will be in danger. And the answer cannot be only YES or NO
