Abstract:
State government has represented a preoccupation and has raised interest ever since its apparition. The desire to reach the top of social organization, to be able to make decisions, have determined societies to organize and establish rules and limitation and sometimes even create certain system that function based on the rotation of political forces at government. The two great formulas of government are based on different principles regarding the means of designating the head of state, the term this public dignity can be held for and there are some state leaders with great power of decision and influence while their homologous exclusively detain rather symbolic or representative attributions.
