Abstract: The categories of issuers of administrative acts include private entities that may issue administrative acts by delegation. However, this does not automatically entail the administrative legal nature of the acts issued by them, lhe legal acts issued by these entities shall be immune to be analyzed by the first specific features of the administrative act, as described in article 2 letter c of Law no. 554/2004.
