Abstract: Utilizarea noilor aplicatii informatice au impulsionat schimbarea in sectorul public prin valorificarea oportunitatilor si a instrumentelor care conduc la beneficii importante pentru societate. Structura de functionare a unei organizatii publice trebuie sa fie regandita in permanenta pentru ca aceasta situeaza actiunea publica in spatiul-timp dinamic propriu organizatiei. (Bachir si Tardif, 2008) Lucrarea isi propune sa analizeze si sa evidentieze printr-un studiu teoretic schimbarile care s-au produs in structura si functionarea organizatiilor din sectorul public in contextul utilizarii tehnologiei informatiei si comunicatiilor (TIC).
