Abstract:
Reforma administratiei publice este un concept larg ce include toate aspectele organizarii sectorului public, printre care se remarca: arhitectura generala a ministerelor si agentiilor, organizatiile si institutiile de la nivel local, sistemele, structurile, procesele, motivatiile, precum si modul de supraveghere a acestora si de adaptare periodica a sistemului. Reforma administrativa a ocupat in mod constant, un loc important atat in programele guvernamentale, cat mai ales, in solicitarile cvasiunanime ale cetatenilor. Ideea de reforma administrativa, in special cand ea se pune cu o anumita obstinatie si amplitudine, reprezinta marturia unui moment de criza prin care trece administratia publica respectiva. De asemenea procesul de reforma trebuie sa tina seama de rezistenta administratiei publice la orice schimbare, tendinta fireasca, intrucat, prin structura sa aceasta tinde sa pastreze ordinea existenta.
