Abstract: Orice comunitate urbana trebuie sa asimileze si sa promoveze o viziune strategica in ceea ce priveste dezvoltarea sa viitoare. Experienta internationala a aratat ca proiectele si programele operationale functioneaza cel mai bine atunci cand exista o coordonare la nivel strategic. Planificarea strategica este un instrument de management care permite unei administratii locale sa se concentreze asupra unei alinieri eficiente a resurselor sale cu misiunea si viziunea sa. In conformitate cu Masterplanul regiunii, principalele obiective de dezvoltare durabila cuprind sectorul infrastructurii locale si regionale, al dezvoltarii urbane, cresterea competitivitatii economiei regionale pe termen lung, protectia mediului si cresterea eficientei energetice, sustinerea educatiei si ocuparii fortei de munca, sustinerea sanatatii si asistentei sociale si dezvoltarea durabila a sectorului rural si al agriculturii.
