Abstract: Activitatile administratiei publice si ale instantelor de judecata prezinta caracterele de prelucrare si decizie proprii procesarii in flux a informatiei. Domeniile de activitate implicate in procesele asociate fluxurilor sunt diverse: juridic, al administratiei, al conducerii, economic etc. Fiecare domeniu are sistem stiintific propriu, caracterizat printre altele, printr-un limbaj profesional specific si printr-o logica particulara. Semnificatiile enunturilor formulate in astfel de limbaje sunt in masuri variabile apropiate de semnificatiile acelorasi enunturi in limba literara. Similar,trasaturile fundamentale ale logicilor particulare difera mai mult sau mai putin de logica matematica, logica care este proprie sistemelor de calcul si implicit informatizarii. In plus, sistemele institutionale (complexe de resurse umane, mijloace tehnice, norme, know- how si resurse software) au concomitent comportamente neg-entropice si entropice. Modelul propus in baza consideratiilor anterioare, configurat in vederea informatizarii, evidentiaza perspectivele si limitele produselor software specifice.
