Abstract: The article is devoted to the problems, hindering the development of Ukraine’s merchant fleet. The direction of the state policy, which should help in strengthening the position of Ukraine as a maritime state, creation of favorable conditions for the achievement of the goals and solving the tasks of development of maritime activity are grounded. The author presents some ways of solving problems that impede the development of Ukraine’s merchant fleet. The thesis is that the dominant position will belong to the merchant navies of those states which successfully balance competing aspects of the shipping industry (the interests of shipowners, crews, flag states, ordinary inhabitants of the planet who are interested in preserving the environment, etc.) while remaining competitive. This circumstance makes it necessary to put into practice the measures of the state, aimed to support the merchant fleet. Only in such way it will be possible to restore the “lost” deadweight of the country’s merchant fleet in the near future.
