Economic Stimulation of Demand in the Market of Adult Education

Abstract: Permanent development of knowledge is one of the preventive tools in the fight with the current problems of rising unemployment and poor facilities knowledge of an aging workforce. Continuous improvement of skills helps to maintain and to return the workforce to the labor market and to move between different working positions with the necessary skills Active access of adults to the further education is influenced by a number of factors. The financial costs of further education are one of the major barriers to active participation of adults in further education. The present paper is devoted to an analysis of various supporting financial instruments focused on demand-side in the market of adult education, especially the individual demand for educational activities of citizens, employers and other interest groups. Processed analysis gives a detailed description of characteristics and mechanism of support instruments, the main risks and benefits associated with implementation of these tools.
