Human Capital Theory in Connection with the Private and Public Rate of Return

Abstract:
This paper introduces and describes the concept of human capital theory in connection with the private, social and public rate of return to education. The main objective of this study is to provide a general reference to human capital theory, its historical development, and its major methodological progresses. The paper presents basic concepts in connection with the private, social and public rates of return to tertiary education and defines needs of the current system through the SWOT analysis. In the end of the paper, there are some the theoretical thesis of well known scientists and it is compared with OECD statistics for other countries of the EU/OECD.
