Universal criteria for assessing the economic level of regions

Abstract: The paper deals with the overview and subsequent generalization of selected approaches to the classification of regions with the aim of selecting universal criteria for assessing the economic level of regions and the appropriateness of using the methodology of the European Commission by defining the concept of underdeveloped regions. Using cluster analysis carried out on the basis of universal criteria for assessing the economic level of the regions, the paper results into a division of NUTS 2 level EU regions into groups. Subsequently, in order to define the term underdeveloped region, the analysis of particular clusters provided.
