Implementation of International Sanctions in Slovakia

Abstract: In the Czech Republic, compared to scholarly literature abroad, less attention has been paid to the imposition and impact of international multilateral sanctions. However, some areas of the decision-making process regarding sanctions and their subsequent implementation remain unexplored, both in the Czech Republic and abroad. This includes also the implementation of multilateral sanctions adopted within international organizations by the states that have never developed their own (unilateral) sanction policy. Having analyzed the internal mechanisms of implementation used in the Slovak Republic, the paper helps to fill the gap. Since gaining the independence, the paper compares several methods of sanction implementation as well as the potential of the relevant legislation for putting sanctions into practice. The paper shows that early and successful implementation of sanctions requires not only prompt procedures for adoption of international multilateral sanctions, but it is also necessary to create a legislative and institutional environment for the implementation, control and enforcement of particular sanctions. It also explores to what extent the Slovakia sanction legislation met these requirements.
