Abstract: [eng] The reorientation of the british tax system (1979-1986), . by Jean-Jacques Santini.. . A number of studies carried out in the United Kingdom in the 1970s seemed to indicate that the British tax system led to distortions in resource allocation which were prejudicial to the operations of the economic system. . . In the light of these findings, when Mrs Thatcher's government came to power in 1979 it immediately brought in a tax reform policy. The measures included in this policy, which were numerous and often far- reaching, affected taxes on households as well as company taxation. . . The study presented here describes the various measures complemented and attempts to judge their possible impact on the British economic system. Although it is still difficult to draw up a conclusive report on the results of this tax reform policy (which is not yet complete, several of the projected reforms having not yet been implemented, and which includes structural alterations which are slow to alter behaviour), three conclusions seem to stand out: . the réorientation of the fiscal system since 1979 has been a major one, as can be seen from the change in the spread of taxation over households and companies on the one hand and the respective weight of direct and indirect taxation on the other; . the short-term impact of the reforms introduced has sometimes been quite marked, whether positive (as in the case of the investment tax reform carried out between 1984 and 1986) or negative (the increase in direct taxation introduced in 1979); . generally speaking, the British tax system seems better oriented now than in 1979 with regard to the achievement of economic policy objectives: the incentive to work has been increased, financial savings should progress and be better oriented towards productive investment, the quality of investment should improve and employment should be encouraged. . . De nombreuses études menées au Royaume-Uni dans les années 70 semblaient indiquer que la fiscalité britannique entraînait des distorsions dans l'allocation des ressources préjudiciables au bon fonctionnement du système économique. . . Prenant en compte les résultats de ces études, le gouvernement de Madame Thatcher a entamé, dès son arrivée au pouvoir en 1979, une politique de réforme de la fiscalité. Les mesures prises, qui ont été à la fois nombreuses et souvent importantes, ont touché à la fois la fiscalité des ménages et celle des entreprises. . . L'étude présentée ici, après avoir décrit ces différentes mesures, tente de porter un jugement sur l'impact qu'elles pourraient avoir sur le système économique britannique. Bien qu'il soit évidemment encore difficile de dresser un bilan complet de la réorientation de la fiscalité, celle-ci n'étant pas encore achevée — une partie des réformes prévues n'ayant pas été mises en œuvre — et les mesures adoptées revêtant un caractère structurel — ce qui implique qu'elles ne peuvent donc infléchir que lentement les comportements — , trois conclusions semblent ainsi pouvoir être tirées : . la réorientation du système fiscal depuis 1979 a été importante comme le fait apparaître l'évolution de la répartition de la charge fiscale entre les ménages et les entreprises d'une part et celle du poids respectif des impôts directs et indirects d'autre part ; . l'impact conjoncturel des réformes effectuées a parfois été très marqué, qu'il ait été positif (cas de la réforme de la fiscalité des investissements réalisée entre 1984 et 1986) ou négatif (lors de la hausse des prélèvements indirects effectuée en 1979) ; . dans l'ensemble le système fiscal britannique paraît désormais mieux orienté qu'il ne l'était en 1979 au regard de la réalisation des objectifs de la politique économique : l'incitation au travail a en effet été accrue, l'épargne financière devrait progresser et être mieux orientée vers les investissements productifs, la qualité des investissements devrait s'améliorer, l'embauche devrait s'accroître.
