Abstract: [ger] Eine Bewertung der Arbeitslosigkeit in Frankreich aufgrund unangemessener Qualifikation, . von Roland Lescure, Yannick L'Horty.. . In diesem Artikel wird mit Hilfe des abgeleiteten Indikators des Jackman-, Layard- und Savouri-Modells (1991) das Ausmaß der Arbeitslosigkeit bewertet, die auf dem französischen Arbeitsmarkt seit 1970 durch unangemessene QuaMfikationen bedingt ist. Aus den erhaltenen Ergebnissen geht zunächst hervor, daß die alters- und geschlechtsbedingten Unterschiede eine nur geringe und abnehmende Auswirkung auf die Entstehung der strukturellen Arbeitslosigkeit haben. Des weiteren verdeutlichen sie, daß die geographische Inkongruenz ein sowohl stabiles als auch geringfügiges Niveau aufweist; denn die Problème der interregionalen Mobilität würden nur einen marginalen Teil der strukturellen Arbeitslosigkeit erklären. Aufgezeigt wird schließlich, daß die Unangemessenheit der Qualifikationen eine wesentliche Auswirkung hat, da sie in Frankreich nahezu ein Zehntel der strukturellen Arbeitslosigkeit verursachen würde. Este artículo presenta una evaluación de la intensidad del paro de inadecuación en el mercado de trabajo francés desde 1970 mediante el indicador derivado del modelo de Jackman, Layard y Savouri (1991). Se concluye en primer lugar un impacto reducido y decreciente de las disparidades por edad y por sexo en la formación del paro estructural. En segundo lugar, pone de manifiesto un nivel estable y reducido a la vez del "desemparejamiento" geográfico. En efecto, los problemas de movilidad inter regional no explicarían más que una fracción marginal del paro estructural. Muestra por último el impacto notable de la inadecuación de las cualificaciones, que permitiría dar cuenta de casi una décima parte del paro estructural en Francia. Elle montre enfin l'impact sensible de l'inadéquation des qualifications, qui permettrait de rendre compte de près d'un dixième du chômage structurel en France. This article presents an evaluation of the intensity of unemployment as a result of a mismatch on the French labour market since 1970. To do this, it uses the indicator derived from the Jackman, Layard and Savouri model (1991). It concludes first of all that age and gender disparities have a low and declining effect on the formation of structural unemployment. Then, it highlights a steadily low level of geographical mismatching: the problems of inter-regional mobility merely explain a marginal fraction of structural unemployment. Lastly, it establishes the significant impact of the mismatch in qualifications, which would account for nearly one-tenth of structural unemployment in France.
