Abstract: [eng] To determine whether governments can affect foreign businesses'' location choices, the impact of government expenditure (in subsidies or fixed capital), of the effective tax rate for these companies and of the assistance provided by the European Regional Development Fund is assessed. The effect of government spending on fixed capital in the host country in relation to that of other potential host countries turns out to be positive and significant. Although the estimated impact is comparatively limited, the presence of significant agglomeration forces suggest that temporary tax policies may have a permanent effect on the location of businesses. Furthermore, our empirical findings show that European integration has engendered a structural change, the stock of German direct investment having grown significantly since 1990. [fre] Afin de déterminer si les gouvernements peuvent affecter les choix de localisation des entreprises étrangères, l’impact des dépenses gouvernementales, en subventions et en capital fixe, du taux effectif d’imposition sur les sociétés et des aides allouées par le Fond Européen de Développement Régional est évalué. L’effet des dépenses gouvernementales en capital fixe du pays d’accueil relatives à celles des autres pays d’accueil potentiels s’avère positif et significatif. Bien que l’impact estimé soit comparativement limité, la présence de forces significatives d’agglomérations suggère que les politiques fiscales temporaires peuvent avoir des effets permanents sur la localisation des entreprises. En outre, nos résultats empiriques montrent que l’intégration européenne a engendré un changement structurel, le stock d’investissement direct allemand ayant augmenté significativement depuis 1990.
