La comptabilité nationale française s'adapte à de nouveaux besoins

Abstract: [fre] La Comptabilité nationale actuelle présente certaines limites. La description de l'économie non marchande est insuffisante, ainsi que celle des interventions de l'État : la politique du loge* ment, de l'enseignement ou de la santé s'analysent mal en termes de Comptabilité nationale. Les comptes nationaux annuels ne permettent pas d'éclairer la politique à très court terme. Enfin la Comptabilité nationale française n'est pas directement comparable à celle des autres pays. Dans un premier temps, la solution à ces difficultés a été recherchée dans un développement direct du cadre central : comptes de secteur, comptes régionaux, comptes trimestriels. Mais cette démarche a elle-même ses limites : le besoin de comptes du logement, de tableaux d'ex- ploitatlon et de financement des entreprises intermédiaires entre la comptabilité nationale et la comptabilité d'entreprise, ^d'indicateurs en quantités physiques de la production des administrations. De ces expériences se dégagent les orientations générales du futur système français : le cadre central sera aussi proche que possible du système international, ce qui aura des conséquences pour le traitement des entrepreneurs individuels et pour celui de la production des administrations. Il sera articulé avec un système de comptes de patrimoine et sera complété par des comptes satellites permettant l'analyse des interventions de l'État. En outre des comptes intermédiaires faciliteront le passage à d'autres types de comptabilité (entreprises, collectivités locales, compagnies d'assurance...). Ces enrichissements apparaissent non seulement comme un perfectionnement de l'instrument d'étude, mais comme un moyen de renforcer la cohérence de l'ensemble de l'information statistique. The description of the non-market economy, like that of central government intervention, is insufficient; housing, health and education policies are difficult to analyse in terms of national accounts. The national accounts throw little light on very short term policy,- Finally, French national accounts are not directly comparable with those of other countries. In the first stage, the solution of these difficulties was sought in the direct development of the traditional framework : sector accounts, regional accounts, quarterly accounts. But this approach has its own limits. The need was felt of housing accounts, of operation and financial tables, of enterprises which would be between business accounting and social accounting, of quantity indicators of the production of general government. These experiences point the way to the general lines of the future French system; the central framework will approximate to the international system and that will have certain effects on the treatment of sole proprietors and the production of the general government. It will be linked with a system of balance sheets and will be completed by satellite accounts which will allow the analysis of the central government policy. In addition, intermediate accounts will facilitate the transition to other types of account (enterprises, local authorities, insurance companies). This development will not only improve the instrument of analysis, but reinforce the consistency of statistical information as a whole.
