Abstract: [spa] Un sistema de estadisticas sociales y demográficas (ONU) - En un documento titulado « Estadisticas sociales y politica social » presentado ante el cuadragésimo Congreso del Instituto internacional de Estadistica, en Varsovia del 1° al 9 de septiembre de 1975, el profesor Richard Stone presentó los rasgos fundamentales del informe elaborado por la Oficina de Estadísticas de la ONU : « Towards a System of Social and Demographic Statistics » (Hacia un sistema de estadísticas sociales y demográficas). I Porque, dice el autor en la primera parte de su trabajo, la información estadistica debe abarcar de manera unitaria y coordinada los fenémenos económicos y sociales ? Solo así es posible darse cuenta de los vinculos existentes entre dominios tales como la salud y demografía, demografia y empleo, empleo y producción... La segunda parte del informe esta dedicada a las cuestiones estrictamente estadisticas : ¿ que información recoger, de que manera procéder para que los datos resulten cohérentes entre si, que campos escoger, como coordinar unos con otros los diversos sistemas ? La tercera parte dá una apreciación de las posibles utilizaciones del sistema : especialmente, anâlisis de las estructuras, estudios « subsidios-coste » y proyecciones. Por ultimo, la cuarta parte precisa que el sistema de estadísticas demográficas y sociales (SSDS) propuesto por la ONU provee un modelo y un conjunto de instrumentes; cada uno de los países debe adaptarlo a sus propios problemas. [fre] Un système de statistiques sociales et démographiques (ONU) - Dans une communication intitulée «statistiques sociales et politique sociale » au 40e congrès de l'Institut international de la statistique tenu à Varsovie du 1er au 9 septembre 1975, le professeur Richard Stone, a présenté les grandes lignes du rapport réalisé pour le Bureau des statistiques de l'ONU: « Towards a System of Social and Demographic Statistics ». Dans la première partie de son exposé l'auteur s'explique sur la nécessité de disposer d'une information statistique qui embrasse de façon unitaire et coordonnée les phénomènes économiques et sociaux c'est seulement à ce prix qu'il est possible de rendre compte des liaisons qui existent entre les domaines: santé et démographie, démographie et emploi, emploi et production... La deuxième partie est consacrée aux questions purement statistiques : quelle information recueillir, comment rendre les données cohérentes entre elles, quels domaines retenir, comment coordonner les différents systèmes entre eux ? La troisième partie donne un aperçu des utilisations possibles du système : principalement: analyse des structures, études « avantages-coût » et projections. Enfin, la quatrième partie précise que le Système de Statistiques Sociales et Démographiques (SSSD) proposé par l'ONU fournit un modèle et un ensemble d'outils; chaque pays doit l'adapter à ses propres problèmes. [eng] Social demographic and statistical system (UNO) - In a paper entitled «Social Statistics and Social Policy», presented before the 40th Congress of International Statistical Institute held in Warsaw from September 1st to 9th, 1975, Professor Richard Stone presented the main features of the Report elaborated for UN's Statistical Office: «Towards a system of Social and Demographic Statistics». What is the purpose of a system of Social and Demographic Statistics? In Part I of his report, the author observes that statistical information must include in a unitary and coordinated form economic and social phenomena; it is the right way to give an account of the connections existing between health and demography, demography and labour, labour and production for instance. Part II is devoted to strictly statistical matters : what sort of information is to be collected, how can information become consistent, what scopes are to be chosen, how can the various systems be coordinated one with each other? Part III gives a general outline of the possible utilizations of the system, especially structures' analysis, studies on « costs and benefits» and projections. Finally, part IV states that the System of Social and Demographic Statistics (SSDS), proposed by UNO, supplies a model and a set of tools which each of the countries is bound to adapt to its own problems.
