Abstract: [eng] The New Reform of the Common Agricultural Policy: an International Outlook . The new Common Agricultural Policy reform was adopted ,in March 1999 to promote a new European agricultural \ model based on recognising farmers economic, environmental and territorial roles. The economic function calls for competitive agriculture. It should gradually be able to compete on the world market without overuse of subsidies, which are accepted less and less on the: international scene. The reform is therefore based mainly, on the continued reduction in guaranteed prices and s partial compensation for losses of income in the form of.; direct support for producers.. In practice, this reform should enable the European Union to meet previous international commitments made in the Uruguay Round agricultural agreement and future international commitments as part of the preparations for . the coming round of multilateral agricultural talks at the . World Trade Organisation. The success of the policy should be assessed in terms of its compatibility with these , commitments. This takes the form, in particular, of an analysis of the extent to which the reform is suited to the constraints of reducing export subsidies, relaxing tariff protection and expanding market access possibilities, and a definition of usable income support instruments.
