Abstract: [fre] Résumé Le système technique dominant fondé sur la filière vapeur - pas plus que l'hippomobilisme - n'étaient en mesure de promouvoir une desserte collective adaptée aux besoins spécifiques de déplacement en milieu urbain. A cet égard l'adaptation de l'électricité à la traction devait être décisive. Qu'il s'agisse des innovations techniques ou des structures industrielles et financières, cette mutation s'est opérée essentiellement sous l'impulsion et le contrôle de groupes étrangers, notamment américains, dans une France où les filières traditionnelles et les comportements directifs des instances locales et centrales ont conduit à des ajustements difficiles aux logiques de l'offre électrique. [eng] Abstract The predominating technical system based on steam power was no better able to promote a collective service adapted to the specific transport needs of an urban environment than had been horse power. In this respect the adaptation of electricity was to be a decisive factor. Whether it be the technical innovations or the industrial and financial structure, this change occurred essentially under the stimulus and control of foreign groups, notably American, in a France where the traditional channels and behaviour of local and national authorities led to difficult arrangements in the logic of offers made by producers of electricity and material.
