Abstract: [fre] Résumé Cet article dresse le bilan de 20 années de domination française dans les secteurs de la santé publique et de l'assistance. Après les dégâts causés par la guerre puis l'introduction brutale des lois françaises, la politique française fera-t-elle avancer ces pays dans la voie de la modernité ? Dans le domaine de la santé, hors les secteurs servant les visées populationnistes du gouvernement (formation des sages-femmes, vaccinations), la modernisation entamée sous l'Ancien Régime marque le pas, voire régresse par la décapitation du corps médical due à la suppression des universités. Quant à l'assistance et la répression de la mendicité, si le régime français a peu innové, il a préparé la voie pour l'évolution future et jeté les bases de la modernité en généralisant la laïcisation de ce secteur et lui assurant un caractère public. [eng] Abstract This article resumes 20 years of French domination in the fields of public health and public assistance. Did French policy, after the destructions due to the war and then the brutal introduction of French laws, make advance the country on the way of modernization ? In public health, except the sectors serving populationist goals of the Government (training of midwives, vaccinations), modernization which started under the Ancien Régime was stopped, when it did not regress following the decapitation of the medical corps which itself was due to the shut-down ot he universities. In public assistance and repression of beggary, if the French regime has brought little innovation, it prepared the way for future development and the foundation of modernity by the generalization oflaicization in this sector, and by assuring its public character.
