La stratégie française et la Pologne (1919-1939). Aspects économiques et implications politiques

Abstract: [fre] Résumé Liée à la France par une série de traités (accord politique et convention militaire de 1921, accord de Locarno de 1925), la Pologne occupait une place essentielle dans le système d'alliances français de Г entre-deux-guerres. Les intérêts économiques français en Pologne étaient, par ailleurs, considérables. La France était le premier investisseur étranger en Pologne et le deuxième créancier de ce pays, derrière les États-Unis. Dans l'ensemble, et malgré de vrais succès succès dans le domaine industriel, la stratégie française a cependant échoué, faute de disposer de moyens à la hauteur de ses ambitions et surtout faute d'avoir suffisamment pris en compte l'autonomie de l'économique par rapport au politique : ainsi, l'arme financière pointée par le gouvernement français sur la Pologne ne s'est avérée efficace que lorsqu'elle est allée dans le sens financier dominant. [eng] Abstract Tied to France by a series of treaties (political agreement and military convention of 1921, Locarno 's agreement of 1925), Poland took up a central place in thefrench system of alliances during the interwar period. French economical interests in Poland were considerable too. France was in the first place for the investments in the polish joint-stock companies and the second creditor of Polish State behind the United States. On the whole, and despite of real successes in the industrial matters, french strategy fell through because France could not afford to lead a policy so ambitious and because french government had not enough taken into consideration the autonomy of economy in relation with policy: thus, the financial weapon aimed by France against Poland was effective only when she had gone in the prevailing financial direction.
