La question douanière dans le discours économique en Allemagne (seconde moitié du XVIIIe siècle)

Abstract: [eng] This article seeks to analyze the way in which cameral sciences, which grew significantly in the territorial States of the Empire in the second half of the eighteenth century, perceived the imprint of economic phenomena in space through the issue of customs. The cameralists'views on this topic contributed to uncovering spadal units that they considered relevant. Their discourse was mainly centered on the notion of territory as a space submitted to the territorial superiority of the States of the Empire. However, this concept was only partly applicable owing to the political fractions of imperial space, which encouraged some cameralists (such as Justi) to refer to German space rather than territorial space. Still, the articulation of these two scales — both territorial and imperial - was not devoid of contradictions and inconsistencies, which hampered the development of a policy of customs union in German space. [fre] Cet article cherche à étudier la façon dont les sciences camérales, qui connaissent un essor important dans les États territoriaux de l'Empire pendant la seconde moitié du XVIIF siècle, ont pensé l'inscription des phénomènes économiques dans l'espace à travers la question douanière. Les réflexions des caméralistes sur ce sujet permettent de déceler les unités spatiales qui sont selon eux pertinentes: leur discours est essentiellement centré sur le territoire comme espace soumis à la supériorité territoriale des États de l'Empire. Ce concept n'est cependant que partiellement applicable en raison du morcellement politique de l'espace impérial, ce qui incite certains caméralistes (tels que Justi) à se référer à l'espace allemand plutôt qu'à l'espace territorial. L'articulation de ces deux échelles, territoriale et impériale, n'est cependant pas exempte de contradictions et d'incohérences, ce qui constitue un obstacle à une hypothétique politique d'unification douanière de l'espace allemand.
