Abstract:
[eng] As américain scholars have proposed it some twenty years ago, it is high time to «bring the State back in» contemporary political and social history. The statement seems especially valid during war-time. The State, both as a subject and an agent of war, has to cope with issues of a magnitude never reached before. We shall mainly stress here three functions that were deeply changed by WWI and WWII: the rule law, the territorial question and the administrative organization. [fre] Comment imaginer comprendre les sociétés en guerre, dans l'Europe de la première moitié du vingtième siècle, sans s'interroger sur l'État, à la fois sujet et objet de la guerre? La guerre impose certes à l'État des responsabilités évidentes en matière militaire, diplomatique et économique. Mais elle modifie aussi la fonction de l'État comme producteur de droit, comme animateur de territoire, comme moteur d'organisation.
