La déréglementation de l'audiovisuel en France

Abstract: [fre] Après avoir longtemps été le pays où le monopole de l'État sur la télévision était le plus fort, la France a connu un processus de déréglementation et de privatisation de l'audiovisuel particulièrement spectaculaire. Si en France, la droite et la gauche semblent aujourd'hui d'accord sur la coexistence d'un secteur public et d'un secteur privé et sur la nécessité d'une instance de régulation, on ne peut pas pour autant parler de consensus politique. Des désaccords majeurs existent en effet sur la taille et le rôle du secteur public dans le nouveau système audiovisuel, sur l'identité des opérateurs privés qu'il faut privilégier, et surtout sur cette question : quelle force politique contrôle le processus de déréglementation ? [eng] After having been the country where the State television monopoly was the strongest, France has now gone through a particularly spectaculor process of broadcasting deregulatin and privatization. Even if the Left and the Right in France today seem to agree about the coexistence of private and public sectors and about the necessity of having a Regulation Agency, it cannot really be said that there is a political consensus. In fact, major disagreements exist about what the size and the role of the public sector should be in the new broadcasting system, about which private broadcasters should be encouraged, and especially about this question : which political force should control the deregulation process ?
