Enjeux industriels des normes dans les technologies de l'information

Abstract: [fre] La « sélection naturelle » des normes de fait a été jusqu'ici le mode dominant de normalisation dans les technologies de l'information. Cependant, la croissance du nombre des acteurs (offreurs et demandeurs) engagés dans les marchés, l'internationalisation de la concurrence, et l'affaiblissement conséquent des positions dominantes, tendent à rendre inopérant ce mode spontané de normalisation. La production coopérative des normes, comme des « biens publics » de l'industrie, devient dans ces cas nécessaire. Comme toute production de bien public, ce besoin objectif fait face à de grosses difficultés organisationnelles. [eng] Up to now, « natural selection » of de facto standards has been the prevailing standardisation process in information technology. However, the growth of the number of participants (in supply and in demand) on markets, the internationalisation of competition, and the consequent weakening of dominant positions, tend to make this spontaneous standardisation process less effective. As a result, co-operative production of standards as « public goods » for the industry has become increasingly necessary. As in all public good production processes, serious organisational difficulties will be involved in meeting this urgent need.
