Entry barriers, contestability, and predatory pricing

Abstract: [fre] Les deux thèmes abordés — celui des marchés contestables, et celui des prix prédateurs — ont en commun d'avoir été utilisés à rencontre des législations anti-trust. Après une discussion des « barrières à l'entrée », l'auteur examine le cas de l'entrée totalement libre, c'est-à-dire celui du marché contestable, dont il montre les limites et incohérences. Il examine ensuite les formes de domination — par opposition aux conditions d'égalité que requiert la concurrence — et les pratiques qui en résultent. Une règle simple permet de décider du caractère anti-compétitif des actions. [eng] The two topics of the paper — contestability and predatory pricing — have in common that they have been used against antitrust policies.. After a short discussion of barriers to entry, the paper examines the special case of « ultra-free entry », which is the case of contestable market, of which he shows both the limits and inconsistencies. He then goes on examing the situation of dominance — as opposed to the parity conditions required by effective competition — and the resulting actions. A single rule is propposed for deciding whether actions are pro or anti competitive.
