Relations recherche publique/industrie: quelles conditions d'efficacité ?

Abstract: [fre] Si l'économie du changement technique s'est intéressée aux relations recherche publique/industrie, la littérature manque de travaux empiriques. La présente contribution, résolument empirique, aborde l'efficacité des relations recherche publique/industrie du double point de vue d'une entreprise partenaire qui entend trouver des solutions à ses problèmes et du laboratoire public qui cherche à l'y aider. Le travail repose sur l'étude de 32 cas de partenariats laboratoires publics/entreprises. Il en ressort que l'efficacité des partenariats dépend des situations rencontrées (nature des innovations, des compétences de la recherche publique, horizon temporel des relations, stratégies technologiques des firmes) mais aussi des stratégies de la recherche publique (modes organisationnels). Pour spécifier les conditions d'efficacité de ces relations, quatre hypothèses sont testées et discutées. It investigates the efficiency of the relationship between public research institutions and Industry. It combines two perspectives : the firm looking for solutions to its problems and the public laboratory trying to help in this process. Our empirical work is based on the study of 32 cases of partnership. It suggests that the efficiency of the interface depends on the context (nature of innovations, public research skills needed, duration of relationships, technological strategies of firms) and on the strategies of public research institutions (organizational linkages). To test efficiency conditions of these linkages, four hypothesis are examined and discussed.
