Enjeux industriels du post-socialisme: capitalisation et entreprisation

Abstract: [fre] A partir de l'hypothèse de l'absence d'économie dans le socialisme, émise pour la première fois dans les années 20 par Von Mises, ce texte suggère que les anciens réseaux industriels socialistes n'étaient productifs qu'accessoirement. Conséquence, les unités industrielles de ces réseaux ne peuvent être appelées des "entreprises". Après le socialisme, l'immersion de ces réseaux dans l'économie monétaire voue alors chaque unité industrielle à la ruine. De là s'induit que l'enjeu industriel central du post-socialisme n'est pas de privatiser, voire de restructurer des entreprises d'État, mais d'attirer ou de créer, autour des anciennes unités industrielles socialistes, des entreprises capitalistes capables de capitaliser leurs ruines. Ce processus, baptisé "entreprisation", est analysé dans les cas extrêmes de l'ex-RDA et de la Fédération de Russie. [eng] Starting from the hypothesis of the absence of economy in socialism - evidenced for the first time by Von Mises in the 1920s - this paper suggests that the former socialist industrial networks were not dominantly production-oriented. Therefore, the industrial units of these networks could not be called "enterprises". After socialism, the immersion of these networks in the monetary economy transforms each industrial unit into a ruin. From there, it is suggested that the crucial industrial challenge of post-socialism is not to privatise either to restructure the so-called public enterprises, but to bring or to create around the former industrial units, capitalist enterprises able to capitalise the ruins. This process called "enterprisation", is then analysed in the two contrasting situations of the former GDR and the Russian Federation.
