The Production of Management Standards

Abstract: [eng] During the past 15 years the management field has become an important area of formal standardisation (e.g. ISO 9000). Based on the empirical findings of the study of ISO/TC 176, it is concluded that the work of the standardisation in the field of management, has become somewhat self-reproductive. In particular, the type of participants seems to influence the standardisation work to a great extent. The participants of TC 176 mainly belong to a group which I have denoted supporting actors, and their action constitute an important driving force for the evolution of management standards. Typical for a supporting actor is his or her role as a guiding agent, functioning as a mediator between the general standards and local situations. Characteristic is also their role as producers of norms, which is decoupled to the consumption of the standards. [fre] Pendant les quinze dernières années la gestion de qualité est devenue un domaine important pour la normalisation internationale (e.g. ISO 9000). Sur la base du matériel empirique de l'étude d'ISO/TC 176, il est conclu que le travail de ce comité technique est devenu auto-reproductif en quelque sorte. En particulier, les participants à ces groupes de travail appartiennent à une catégorie que j'appelle supporting actors, et leurs actions poussent la production de normes en ce domaine. La caractéristique de ces acteurs est leur rôle d'agents, fonctionnant comme des médiateurs entre les normes générales et différentes situations locales. Le fait que ces producteurs de normes ne soient pas les consommateurs est décisif pour la compréhension de cette évolution.
