Abstract: [eng] Voluntary agreements are at the centre of increasing attention in the area of environmental policy. Today, this form of negociated approach is favoured at the level of the European Union. The article tackles the issue of the ability of such instrument to foster the involvement of actors in a logic of change encompassing technical, organisational and attitudinal aspects, which is referred to as structural change. We hypothetically consider that some elements of the answer are to be found, on the one hand, in the nature of the national institutional context, on the other, in the degree of convergence between the instrument used and the effect sought, and in the way it is translated in the institutional arrangements coming along with the implementation of the policy. Applying this framework of analysis to the French voluntary agreement concerning end-of-life vehicles, some insights are provided on the limits of this instrument when it comes to stimulating such a dynamics of change. [fre] Les accords volontaires font l'objet d'un intérêt croissant dans le champ des politiques publiques d'environnement et constituent, aujourd'hui, une approche privilégiée au niveau de l'Union européenne. L'article aborde la question de la capacité de cet instrument à favoriser l'engagement des acteurs décentralisés dans une logique de changement qui recouvre à la fois des aspects techniques, organisationnels et comportementaux, et que nous qualifions de changement structurel. On considère, par hypothèse, que des éléments de réponse sont à rechercher dans la nature du cadre institutionnel national, dans le degré de convergence existant entre l'instrument utilisé et l'effet poursuivi, et dans la manière dont ce dernier est cristallisé par les arrangements institutionnels qui accompagnent la mise en oeuvre de l'action publique. En appliquant ce cadre d'analyse à l'accord volontaire français sur le traitement des véhicules hors d'usage, un éclairage est apporté sur les limites de cet instrument lorsqu'il s'agit de susciter une telle dynamique de traitement.
