Abstract: [fre] La déréglementation des marchés a contribué, depuis les années 1980, à limiter la capacité d'intervention publique et à étendre le pouvoir des groupes internationaux sur les économies locales. Cette mutation a compliqué les politiques des gouvernements, exposés au « dilemme entre gouvernabilité et compétitivité », et les stratégies des entreprises, confrontées aux « arbitrages entre pays et entre modes d'implantation ». L'étude de cas montre l'efficacité d'une approche des projets d'investissements étrangers en économies planifiées, fondée sur une analyse des processus décisionnels et des jeux d'acteurs. [eng] The deregulation of markets has contributed, since 1980's, to limit the capacity of State intervention and to spread the international groups power on local economies. This mutation has complicated government policies - confronted to a « dilemma between manageability and competitiveness » -, and firm strategies -confronted to « choices between countries and between modes of settlement ». The case study shows the efficiency of an approach of foreign investments in planified economies, based on a analysis of decision processes and power games.
