L'émergence du nouveau système technique ou socio-technique

Abstract: [fre] Après les trente glorieuses, nos économies ont traversé une longue crise ou période de transition, correspondant typiquement à un Kondratieff de baisse. Des prévisions ont été faites depuis le milieu des années 1980, selon lesquelles nos économies sont rentrées ou vont rentrer dans une nouvelle phase. L'hypothèse, souvent avancée, d'un nouveau paradigme (celui de l'information, de la connaissance, ou de l'apprentissage) et/ou du nouveau système socio-technique correspondant est ici testée. L'analyse vise à essayer d'identifier, parmi l'ensemble des transformations intervenues au cours de cette période de transition, celles qui peuvent être considérées comme débouchant sur autant de composantes de ce nouveau système socio-technique. Cette analyse montre le nombre impressionnant de transformations qui ont affecté les systèmes productifs, confirmant l'hypothèse de changements profonds des modes de production et d'organisation. Si elle permet aussi de montrer les divers éléments d'ores et déjà réunis de ce nouveau système socio-technique, celui-ci semble cependant encore loin d'être constitué dans sa cohérence d'ensemble. [eng] Since the high growth period of the 50's and 60's, the developed economies have entered into a long period of transition, corresponding typically to a Kondratieff downcycle. Since the middle of the 80's, the emergence of a new phase or cycle has been predicted. The hypothesis of a new paradigm (the information, or knowledge or learning paradigm), or of a new technical or socio-technical system is being tested. The analysis consists in trying to identify, among the changes which have occurred in the transition period, those which can be considered as so many components of the new socio-technical system. The importance of the deep transformations of the modes of production and organisation is readily confirmed. But, while many of the elements of the new socio-technical system are indeed already there, the new socio-technical system as such is still far from being comprehensively developed.
