Transformations du système bancaire en Russie

Abstract: [fre] En 1995, la Russie a connu une grave crise qui a paralysé le marché interbancaire. La crise a rendu apparents de nombreux problèmes au sein du système bancaire russe. Parmi ces problèmes, les défauts structurels occupent une place importante. Sur le plan historique, ils remontent à l'époque soviétique. Sur le plan théorique, ils sont à l'origine de dysfonctionnements impossibles à réparer par une simple correction de la politique monétaire. L'analyse des transformations du système bancaire russe permet de constater que le système actuel est dominé par des banques universelles, qu'il reste encore très déséquilibré sur le plan structurel et souffre de fortes disparités régionales. Ces caractéristiques sont à la source d'une extrême fragilité du système bancaire en Russie. [eng] Banking system transformations in Russia. In 1995, Russia has undergone a deep crisis which has paralysed the entire interbank market. The crisis has unveiled many of the problems underlying the Russian banking system. Among these problems, structural defaults are crucial. From a historical point of view, they date back to the soviet period. From a theoretical point of view, they provoke a disfunctioning which cannot be remedied by mere monetary policy adjustments. Analysing the transformations of the Russian banking system, we can see that the current system is run by universal banks and that it is still very unstable at structural level and subject to strong regional differences. These characteristics entail a significant weakness of the banking system in Russia.
