Abstract: [eng] Primary market : evolution and perspective : a regulator point of view. The evolution of the French securities regulation is the result of a progressive adaptation rather than a big bang.. However, the difference between the rules and the practices which were in force 10 years ago and the current situation is very striking.. The success of the « document de référence » is without doubt the most spectacular aspect of this development. . For the future, some ambiguities need to be resolved, notably in improving the regulation, especially the companies law and, in strengthening the role of the sponsor and the responsibility of every participant.. Moreover, the role of the prospectus should be reviewed to ensure that it constitutes the basis of all financial information. It is also necessary to facilitate the making of public offers easier at a European level by the creation of a European passport. system. [fre] L'évolution de la réglementation du marché primaire d'actions en France depuis dix ans résulte davantage d'une adaptation progressive que d'une révolution. Toutefois, la différence entre les règles et les usages en vigueur il y a dix ans et la situation d'aujourd'hui est saisissante. Le succès du document de référence constitue sans doute le symbole le plus spectaculaire.. Pour l'avenir, il convient malgré tout de lever certaines ambiguïtés et hypocrisies, non seulement en améliorant les textes et, en particulier, la loi sur les sociétés, mais aussi en renforçant le rôle du sponsor et la responsabilité de chaque acteur. Il faut également repenser le rôle du prospectus pour en faire un document-souche et aller vers une notion de passeport européen facilitant l'appel public à l'épargne au niveau communautaire.
