Crise asiatique et architecture du système monétaire et financier international: le point sur la réflexion aux États-Unis

Abstract: [fre] Un an après son déclenchement, la crise asiatique, ainsi que ses conséquences sur la réforme du système monétaire et financier international font l’objet d’un débat intense et croissant entre économistes américains. Ce débat est d’autant plus animé et lourd de conséquences que certains des membres les plus éminents des universités américaines occupent actuellement des fonctions de premier plan. L’analyse de la crise par le FMI joue un rôle central dans ce débat : elle demeure assez largement partagée (ce qui n’empêche pas l’institution d’être l’objet de nombreuses critiques) et c’est en référence à elle que sont présentées dans cet article les analyses alternatives proposées entre autres par Stiglitz, Krugman et Sachs. [eng] Asian crisis and architecture of the international financial and monetary system : a synthesis of the debates in the United-States. One year after its beginning, the Asian crisis, and its consequences on the reform of the international financial and monetary system, remains the object of an important debate between American economists. This debate is very intense since some of the most representative members of American universities are actually holding important functions. The analysis of the crisis provided by the IMF plays a central part in this debate : this analysis remains largely accepted (but this acceptation do not prevent IMF to be examined with a critical eye) and it is in reference with this analysis that we present in this paper the alternative analysis provided by Stiglitz, Krugman, Sachs and by others.
