Le financement des infrastructures par la Bourse de Paris au XIXe siècle

Abstract: [fre] Les pays émergents ont des besoins très importants en infrastructures et en services d’utilité publique. La privatisation de ces services est une solution « moderne » pour résoudre leurs problèmes de déficits budgétaires récurrents et d’endettement public pléthorique. Dans cet article, nous montrons que la France, pays émergent au XIXe siècle, n’a pas procédé autrement. De plus, le financement des infrastructures par l’épargne privée a contribué au développement de la Bourse de Paris. Toutefois la présence de l’État reste nécessaire dans le maintien d’un service public de bonne qualité et dans la garantie de la rentabilité du placement des actionnaires. [eng] The Paris stock exchange financing of the infrastructure in the XIXth century. The private societies provide the emerging countries with infrastructures and utilities. In these countries, privatization of the utilities seems a modern answer to solve their problems of recurrent budget deficit and excessive sovereign debt. In this paper, we show that France, witch is an emerging country in the 19th century, choose this « modern » solution. We indicate that the financing of the infrastructures with the private saving has contributed to the development of the Stock Exchange of Paris. Nevertheless, the presence of states remains necessary to ensure the good quality of the public utilities and to guaranty the return of the spare of the shareholders.
