Le financement des infrastructures et de l’immobilier du début du XIXe siècle jusqu’au milieu du XXe siècle

Abstract: [eng] Financing of the infrastructures and the real estate of the beginning of the XIXth century until the middle of the XXth century . The Industrial revolution and the strong development of the urban zones which accompanied it made necessary a new adjustment of the urban zones. It is necessary to accommodate an increasing population of rural origin but also to reorganize urban space, to integrate the new districts, the stations, the factories, to build hotels by destroying hovels, and finally to ensure a profitable placement to the capital. This real revolution relates to the whole of the social classes. Thus, those which have capital will find in the real estate a placement of reference. For the workmen finally, housing poses a true problem, it is a part of the family budget, not always the most important in comparison with food, but fundamental and the private, philanthropic or paternalist initiatives find soon their limit in what is called the « social question » and which imposes at the end of the century an intervention of the State. [fre] La Révolution industrielle et le fort développement des zones urbaines qui l’ont accompagnée ont rendu nécessaire un nouvel aménagement des zones urbaines. Il faut accueillir une population croissante d’origine rurale mais aussi réorganiser l’espace urbain, y intégrer les nouveaux quartiers, les gares, les usines, construire des hôtels en détruisant des masures, assurer un placement fructueux à ses capitaux, enfin transmettre un patrimoine à ses descendants. Cette révolution immobilière concerne l’ensemble des classes sociales. Ainsi, ceux qui disposent de capitaux vont trouver dans l’immobilier un placement de référence. Pour les ouvriers enfin, le logement pose un véritable problème, il est un poste du budget familial, pas toujours le plus important au regard de la nourriture, mais fondamental et les initiatives privées, philanthropiques ou paternalistes trouvent bientôt leur limite dans ce qu’on appelle la « question sociale » et qui impose à la fin du siècle une intervention de l’État.
