Abstract: [eng] Fiscal Reform Over Ten Years of Transition . Over the past decade, we have experienced what is arguably one of the largest economic experiments of this century. Many of the socialist countries that had a centrally planned economy embarked in a process of change aimed at transforming them into market economies. This transformation involved massive changes across a broad spectrum of economic policies, institutions and practices. For the transition process to be complete, countries will need to develop the institutions that are necessary for private markets to operate successfully and establish a government role that is complementary rather than adversary to a market economy. This paper focuses on the role that public finance has played in the transition process and on the progress made in creating the fiscal institutions that are essential for the proper functioning of a market economy. . JEL classifications : P20, P21 [fre] Nous avons assisté pendant la dernière décennie à ce qui constitue certainement la plus importante expérience économique de ce siècle. La plupart des pays socialistes dotés d’une économie à planification centrale ont entamé un processus de changement visant à les transformer en économies de marché. Cette transformation a entraîné de profonds changements dans de nombreuses politiques, institutions et pratiques économiques. Pour que le processus de transition aboutisse, les pays vont devoir développer les institutions nécessaires au bon fonctionnement des marchés privés et établir un rôle gouvernemental complémentaire et non contraire à l’économie de marché. Le présent document s’intéresse au rôle joué par les finances publiques dans le processus de transition et aux progrès réalisés dans la création des institutions fiscales essentielles au bon fonctionnement de l’économie de marché. .
