Abstract: [eng] National Allocation Plans and equity (France/Europe). In their National Allocation Plans, France and the other Member States disclosed the allocation of allowances to the energy and industrial sectors, and explicated their methodologies, which are based on needs. The aim of this paper is to question the equity of this distribution : we explore what equity means in this context, referring to the American philosopher J. Rawls, the father of modern theories on distributive justice. The methodology appears to be doubtful from the equity point of view : this can be a key point for the mid-term review of the system and the definition of the NAPs for the second period (2008-2012). . JEL classification : D24, D63, M14, Q52, Q54 [fre] Dans leur Plan national d’allocation des quotas, la France et les autres pays européens ont présenté la répartition précise des quotas d’émission de CO₂ réservés aux secteurs industriel et de l’énergie, en détaillant la méthodologie retenue, fondée sur une logique des besoins. L’objet de l’article est de revenir sur le caractère équitable de cette répartition et les justifications avancées, et de les éclairer par les travaux du philosophe américain J. Rawls, père des réflexions modernes sur la justice distributive. On montre ici que la méthodologie retenue est contestable du point de vue de l’équité ; cette considération pourrait être l’un des éléments pertinents pour la mid-term review du système, et participer à la définition, en 2006, des prochains PNAQ pour la deuxième période 2008-2012. .
