La mixité sociale en France: à quel prix ?

Abstract: [fre] La mixité sociale est un objectif légitime qui doit guider les politiques de rénovation urbaine car la ségrégation sociale a un coût que la société ne peut plus supporter. Mais un siècle de recherche de mixité sociale « dans les murs », tant d’efforts déployés pour établir de la « ville » dans les quartiers valaient-ils la peine si l’on considère aujourd’hui que la deuxième génération des « grands ensembles » risque d’être une génération sacrifiée ? Doit-on s’entêter à poursuivre l’utopie d’une ville socialement mixte qui n’a jamais existé - ou plutôt donner aux habitants les moyens d’une mobilité spatiale, mais aussi sociale et culturelle ? Comment passer alors de la logique de la « nasse » à la logique du « sas » ? C’est à ces questions que tente de répondre cet article. . Social mix is a legitimate objective of urban renovation policies because society cannot support any more the cost of social segregation. Did a century of researches on social mix and efforts expended to establish some « city » in districts worth trouble if we consider today that the second generation of « high-rise estates » is likely to be sacrificed ? Do we have to follow the Utopia of a socially mix city which has never existed ? Or do we have to give to inhabitants the means of a spatial, but also social and cultural, mobility ? How to change from the logic of « net » to the logic of « lock » ? This article tries to answer these questions. . JEL classification : H4, H5, R5
