Abstract: [fre] Le texte ci-dessous contient des extraits de deux conférences prononcées devant les représentants des milieux professionnel agricoles de deux départements français, au cours de l'hiver 1970-71. . Dans une première partie, l'auteur présente les caractéristiques actuelles des exploitations et des exploitants agricoles dans le cadre de la CEE. Il constate notamment que les quelque six millions d'exploitations qu'on comptait en 1966-67 dans la Communauté sont diversifiées à l'extrême et que la plupart d'entre elles procurent un revenu insatisfaisant aux exploitants ; plus de 3/4 du travail agricole est fourni par de la main-d'œuvre familiale ; les exploitants agricoles sont pour la plupart âgés : 3/4 d'entre eux n'ont pas de successeurs en puissance ; leur niveau technique est en outre fort faible. . Dans une seconde partie il montre quelle sont les perspectives offertes à l'agriculture d'ici . 1980 par les propositions de la Commission des Communautés Européennes : à cette époque, on ne comptera plus que 3,2 millions d'agriculteurs, mais 1.300.000 d'entre eux, pour avoir bénéficié des efforts exceptionnels prévus, se trouveront à la tête d'entreprises modernisées ; 6 % de la population active sera encore agricole, contribuant pour environ 5 à 6 % au produit intérieur brut. L'auteur explique en outre les mobiles profonds qui sont à l'origine des propositions de la Commission ; il s'attache aussi à décrire la manoeuvre politique complexe devant laquelle le Conseil des Ministres de la CEE se trouve placé. Il laisse enfin prévoir une session marathon s'achevant positivement. . Ce marathon a eu effectivement lieu dans le contexte des manifestations professionnelles que l'on sait, et s'est achevé le 25 mars par un accord dont les grandes lignes font l'objet d'un post-scriptum. [eng] Farms and their future within the EEC - The text below contains extracts from two lectures given to representatives of the agricultural professions of two French Départements during the winter 1970-1971. . In the first part the author describes Me present factures of farms and farmers within the EEC. In particular he points out that the six million or so farms which existed in the Community in 1966-67 were extremely disparate and that most of them provided insufficient incomes for the farmers ; most than three quarters of agricultural work being done by family members. The majority of farmers are old and three quarters of them have no potential successor ; furthermore, the technological level of the farmers is very low. . In the second part Mr. Baillet shows what prospects are offered to agriculture between now and 1980 by the proposals of the Commission of the European Communities : by that time farmers will only number 3.2 million, and 1.3 million of them, as a result of the exceptional efforts which are planned, will be at the head of up-to-date undertakings ; still employing 6 % of the population, agriculture will provide about 5 to 6 % of the gross internal product. The author also explains the deep motives behind the Commission's proposals and goes on to describe the complex political manœuvre which faces the EEC Council of Ministers. Finally, he forecasts a marathon session ending with positive results. . This marathon did indeed take place in the shadow of the farmers' demonstrations which are now part of history -- and finished on 25 March with an agreement which is outlined in a postscript.
